Welcome to the City of Rialto Human Resources / Risk Management Department. The Human Resources / Risk Management Department is comprised of; Administration, Benefit Services, Employment Opportunities, Classification & Compensation, Employee & Labor Relations, Leave Administration, as well as Risk Management & Safety. The mission of the Human Resources/Risk Management Department is to recruit, develop, and retain a diverse, well-qualified and professional workforce that reflects the community we serve, and to lead City Departments in positive employee relations, talent development and management, succession planning and employee engagement. Employment Opportunities

The Staffing and Recruitment Program is responsible for recruiting, testing, and certifying candidates to meet current and future needs of the city’s operating departments.

Employee / Labor Relations

Serving as the City’s primary point of contact for labor and negotiations, the Employee and Labor Relations Program provides advice on employee and labor related issues.


The Benefits and Wellness Program promotes healthy lifestyle and work-life balance to help employee’s maintain or improve their health and well-being, improve productivity, and manage the city’s health related expenses.

Classification & Compensation

This service assists in the coordination of personnel policies and procedures as it relates to the city’s classification and compensation program in accordance with collective bargaining agreements.

Organizational Development

Assisting in the organizational development and capacity to build, change and achieve greater effectiveness while developing, improving and reinforcing strategies amongst our workforce.

Risk & Safety

Provides a safe work environment for all city employees and ensures the safest possible delivery of city services – taking a proactive approach towards regulatory compliance, claims management, and the protection of City assets.
