Finance Director

With over 19 years of public service, including nearly 13 years in public finance, Jessica Brown’s experience includes the County of San Bernardino, Apple Valley Fire Protection District, and Lake Arrowhead Community Services District. Mrs. Brown has served in various capacities, mostly recently in the capacity of Finance Officer. Throughout her finance career, Mrs. Brown has been responsible for the direct oversight of accounting, budget, debt management, agency treasury, financial reporting, purchasing, investments, and information technology. Mrs. Brown brings to the City of Rialto a results-oriented track record with extensive knowledge in public finance. Her priorities include establishing and improving the City’s overall financial policies and strategies to best align with the City’s overall goals, partner with the City Council to mitigate the City’s pension crisis, and ensuring that the City and residents have reliable and accurate financial information from which to base their decisions.

Mrs. Brown received her Bachelors of Science in Accounting from California Polytechnic, Pomona and is an active member of numerous local and national government finance associations including the Government Finance Officers Association, Government Investment Officers Association, California Society of Municipal Finance Officers, California Municipal Treasurers Association, and Association of Government Accountants.


The Finance is responsible for maintaining the fiscal affairs of the City, the Rialto Utility Authority and the former Redevelopment Agency. This includes maintenance of the general accounting and budget records, accounts payable, payroll.  In addition, the department personnel are responsible for debt and cash flow issues and all reporting requirements.
Finance is also responsible for processing Utility Users Tax (UUT) exemptions and coordination of UUT activities with utility providers within the City.

Information Technology & Purchasing Division

We are pleased to see all vendors interested in selling products or services to the City of Rialto. We strive to maintain an open, competitive and friendly atmosphere to create a mutually beneficial relationship with all vendors. The purpose of this section is to acquaint vendors with the purchasing policies, procedures, and bidding regulations of the City of Rialto. Our Information Technology Division specializes in a variety of professional level services in support of computer information systems within the City.
